In most cases, yes. The City of Phoenix requires a building permit for retaining walls over 4 feet in height, measured from the bottom of the footing to the top of the wall. Walls adjacent to property lines, structures, or public right-of-ways may have lower thresholds. Maricopa County has similar requirements for unincorporated areas. The right wall type depends on height, the soil behind it, and the loads it needs to resist. For residential retaining walls between 4 and 6 feet, reinforced CMU block with grouted cores is the most common and cost-effective solution in Phoenix. Poured concrete is preferred for taller walls or applications requiring higher structural capacity. Large concrete block gravity walls work well for lower walls where speed of installation matters. Any structural wall in Maricopa County must account for expansive soil conditions and include an engineered drainage layer regardless of material type.

For all structural retaining walls, we use Type S mortar (ASTM C270). Type S has a minimum compressive strength of 1,800 psi and the Portland cement content required for masonry in contact with earth or exposed to moisture cycling — the standard for City of Phoenix permitted retaining wall construction. Type N mortar (750 psi minimum) is appropriate only for non-structural landscape garden walls not subject to significant soil pressure.

We build retaining walls in reinforced CMU block (standard 8x8x16 inch), large concrete gravity block (2x2x6 foot), poured concrete with formed and reinforced footings, and natural stone (dry-stacked or mortared). CMU block is sourced from Superlite Block; large retaining block from AZ Best Block and Old Castle. For any permitted structural wall, all masonry uses Type S mortar and rebar placement per the engineer of record’s specifications, with full-cell grouting in structural cores.

Footing depth is determined by the engineer of record based on wall height, soil bearing capacity, and site conditions. Footings extend a minimum of 12 inches below finish grade and must bear on competent native soil — not loose fill or disturbed material. Arizona has no frost line, but footings must clear caliche voids and reach stable bearing. For walls over 4 feet, footing size and depth are specified on the stamped engineering plan and inspected before concrete is poured.

For a typical residential retaining wall — up to 50 linear feet, 4 to 6 feet tall, fully permitted — construction runs 5 to 10 working days from excavation to final backfill. Permit processing through City of Phoenix or Maricopa County typically adds 2 to 4 weeks prior to mobilization. Larger walls, natural stone work, or projects requiring engineer coordination extend the timeline. We include a project schedule in the written estimate.

Drainage is one of the most critical and most commonly skipped elements of retaining wall construction. For every structural wall we build, we install free-draining granular fill (clean 3/4″ crushed rock) directly behind the wall, separated from native soil by filter fabric, with a perforated drain pipe at the footing level routing water away from the wall base.
